The Minister explained during her reception with the Regional Director for the Middle East and North Africa of UNICEF, as well as the representative of UNICEF in New York in the field of children with special needs, Gopal Mitra, that Algeria is considered one of the “leading countries” in the field of caring for children, and this is done through “sectoral coordination.” Arbitrator and between various actors, each according to his specialization and areas of authority.”
She also indicated that childhood is a priority through “various policies and programs that focus in particular on education and health care,” pointing out that the Algerian legislator is keen to “tighten legal protection against mistreatment, violence and economic exploitation, through a series of legal reforms.”
She stated that Article 73 of the Constitution stipulates that “the state ensures the provision of institutional and material means to develop the capabilities of young people and stimulate their creative energies,” noting that “Algeria is considered among the few countries that have established a special law for child protection.”
The Minister also explained that, within the framework of implementing the government’s programme, the National Solidarity, Family and Women’s Issues Sector, in coordination with international bodies accredited in Algeria, and in partnership with civil society, is keen to “give special attention to children, especially those with special needs”, as it provides them with She said, “All conditions are needed to meet their educational and pedagogical needs.”

She added that health and education are free for all, and even compulsory, as “Article 65 of the new constitution makes education a guaranteed and free right for every child of school age,” highlighting, while accompanying the representative of the United Nations body to the center for visually impaired children in Ashour, that “the new trend in the field Caring for and protecting children goes beyond providing basic rights, but rather goes beyond them to enshrine the principle of actual participation in public life, by attracting and encouraging talents and abilities, through training, supervision and accompaniment, in parallel with ensuring their right to play, entertainment and amusement.”

For his part, the representative of UNICEF appreciated the “great efforts” made by Algeria to provide for and care for children, stressing that “the policy it pursues in raising children is fruitful and successful.”
