Municipal and state laws are a step towards achieving the best

Within the framework of completing the process of implementing political and institutional reforms emanating from the commitments of the President of the Republic, Abdelmadjid Tebboune, according to a statement of the Prime Minister’s interests. In one of its meetings on October 30, 2023, the government heard a presentation on the progress made in preparing new legislative texts related to the municipality, the state, political parties, and associations.

The presentation was made by the Minister of the Interior, Local Governments and Urban Development on the progress achieved in the process of preparing new legislative texts relating, respectively, to the municipality, the state, political parties and associations.

These draft texts fall – as indicated in the statement – within the framework of “completing the process of implementing political and institutional reforms emanating from the commitments of the President of the Republic, especially by ensuring the consistency of the existing legal arsenal with the new constitutional provisions, with the aim of strengthening the rule of law and the full exercise of rights and freedoms, as well as enhancing the role of groups.” In the field of economic and social development, by enshrining governance, practicing participatory democracy, and protecting local elected officials more, as well as by ensuring the functioning of elected councils.”

The presidency is open to political formations, associations and national figures

President Tebboune’s communication with national public opinion and the political class constituted one of the most important commitments that he pledged to implement four years ago. Since the first days of his presidential term, he initiated many meetings, whether with the national press or with national and historical figures and officials of political parties and national associations. He listened to them and informed them. On his program aimed at building a new Algeria based on consultation and democracy, the President also opened the doors of the presidential headquarters to various political parties and national figures to create national cohesion that aims to strengthen the internal front, rally around state institutions, and support its strategic directions.

Among the most prominent figures he met during that period were former President Liamine Zeroual, former Minister of Foreign Affairs Ahmed Taleb Ibrahimi, the leader of the fourth historic state, the late mujahid Youssef Al-Khatib, in addition to former Prime Minister Ahmed Ben Bitour, former minister and writer Zahour Ounissi, and other national figures.

Consolidating individual freedoms within the framework of the rule of law

Within the framework of strengthening public freedoms, to which the President of the Republic has given great importance, according to the testimony of many international observers, who confirmed that Algeria has been able, in recent years, thanks to the sincere and strong political will of the President of the Republic, to enhance public freedoms, democratic practice, and promote human rights, in addition to strengthening Contribution of all civil society activities to the management of public affairs.

This endeavor will be strengthened in the future thanks to the qualitative addition that the proposed amendments will bring to the laws related to associations and political parties, as well as the municipal and state laws, within the framework of adapting this system to the provisions of the November 2020 Constitution.

The year 2021 is the year to complete institutional building

Algeria completed its institutional building by organizing the elections for the renewal of the municipal and state popular assemblies, which took place on November 27, 2021, to be the last of the elections in the process of completing the institutional building to which the President of the Republic, Abdelmadjid Tebboune, has committed, since his election as President of the country.

The implementation of this entitlement embodies one of the President of the Republic’s 54 pledges to build a new Algeria with new institutions, away from the negative practices of the past. In this context, President Tebboune initiated these dates by holding a referendum on the constitution on November 1, 2020, thus establishing the general legal framework. To begin the rest of the reform schedule, this was followed by amending the electoral law, which included a new model that guarantees the transparency and integrity of entitlements, before holding the election of representatives of the National People’s Assembly on June 12, and then the last localities.

Organizing all these appointments was not an easy matter, given the short period of time on the one hand, and the obstacles imposed by the Corona pandemic, which has struck the world since the end of 2019, on the other hand, which necessitated the establishment of a strict health protocol to ensure that these appointments are organized in appropriate conditions.

The President calls for the need to move political action out of its usual style

The President of the Republic called on the political parties to “go beyond outdated methods” in their political activity, highlighting that the parties “are free to formulate their programs, but the common denominator that must be present is national unity and the November 1st statement.”

The political forces interacted with the message of the President of the Republic and were actually able to overcome their narrow calculations by launching many initiatives aimed at strengthening national unity by involving unions, civil society organizations, and representatives of the national community abroad.

In this regard, many parties and civil society activists renewed their absolute support for the political, economic and social reforms approved by the President of the Republic and affirmed their determination to strengthen the values ​​of cohesion and collective mobilization to protect the nation from any attempts targeting its security, stability and unity, appreciating President Tebboune’s embrace of all endeavors aimed at strengthening the internal front and consolidating… ranks, as well as his commitment to continuing dialogue and consultation with various national forces in order to dedicate the principle of participatory democracy.
