In his speech during the nineteenth summit of the Non-Aligned Movement, held in the Ugandan capital, Kampala, the President of the Republic, Abdelmadjid Tebboune, called for a renewed commitment to the movement’s founding principles, which are based on the values of justice, respect for international obligations, the sovereignty and territorial integrity of states, non-interference in their internal affairs, and the protection of mutual interests. Strengthening the multilateral system, as basic pillars for achieving the goals set by the founding fathers of the movement, emanating from the spirit of the Charter of the United Nations and the Bandung Principles, and consistent with the sustainable development goals for the 2030 horizon.

In the speech delivered by Prime Minister Nadhir Al-Arbawi, the President of the Republic referred to the changing and intertwined international and regional context, which is characterized by successive threats and complications that carry within them international risks and transformations of multiple dimensions and levels that will be reflected, in one way or another and to varying degrees, on the security and stability of countries and on the future of the system. Collective security inherited after World War II, adding that the same context brought back to the international arena a scene of sharp polarization in favor of international powers at the expense of others, and deepened the hotbeds of tension, which reached the highest levels of threat to international peace and security and to the values of all humanity.

From this standpoint, the President of the Republic considered that the founding principles of the Non-Aligned Movement today acquire renewed value in light of the return of the option of resorting to force as an alternative to diplomatic efforts in resolving international conflicts, and the erosion of the collective security system, of which the United Nations is the main pillar, in light of its structural inability to put an end to it. Or even curbing de facto policies and attempts to impose the interests of the strong on the weak, and dealing with the issues that are at the heart of our preoccupations by favoring the logic of selectivity and the policy of double standards.

The President of the Republic, Abdelmadjid Tebboune, also called for the intensification of collective efforts to plead in favor of the Palestinian cause in order to raise the voice of truth, give priority to the logic of law, establish the principle of equality, and devote the priority of resorting to binding legal controls above all other considerations, in accordance with what is stipulated in international legitimacy and UN resolutions that are supposed to It shall be binding on everyone, including in the face of the Zionist destruction machine on the occupied land of Palestine.

The President added that the war of genocide and the inhumane practices of the occupation soldiers against the defenseless Palestinian people, including women, children and infants, especially in the Gaza Strip, in full view of the entire world, is a clear example of the failure of the international community to impose controls and restrictions that apply to everyone without selection or discrimination, as The Israeli occupation ignores the resolutions of international legitimacy and refuses to comply with Security Council resolutions and respond to the peace option, without accountability or punishment.

The President of the Republic stressed that in light of this tragic situation, the movement and its member states must affirm loudly that the time of impunity and accountability has passed, appreciating the movement’s constant adherence to supporting the Palestinian cause as a just cause whose solution is linked to embodying the principle of the right of peoples to self-determination, and their firm belief in the necessity of Ending all forms of occupation and eliminating all forms of colonialism, as stated in the final document of this summit.

Referring to the path of the Non-Aligned Movement, which is full of images of solidarity with oppressed and colonized peoples, which it practically embodies through its positions in support of just causes, the President of the Republic called for supporting the right of the people of Western Sahara to self-determination, whose lands were stolen and whose wealth was plundered in flagrant contradiction with international law, He is also the one whose just cause and legitimate aspiration to organize a free and fair referendum in accordance with international legitimacy and relevant United Nations resolutions are being subjected to attempts to obscure and confuse him, to deprive him of his legitimate, inalienable and imprescriptible rights.

By the way, in his speech, the President of the Republic, Abdelmadjid Tebboune, called for coordinating efforts among the countries under the umbrella of the movement, and defining the responsibilities assigned to them as a unified bloc in order to address the current international challenges and achieve their common goals, adding that this will only be achieved by “strengthening our unity and our strategic position as an actor.” An activist who contributes effectively to building an international system based on the logic of inclusion, not exclusion, and that defines responsibilities and duties fairly and transparently, a system capable of imposing obedience to its laws and rules on everyone and with a degree of justice and equality.”

At the African level, the President affirmed Algeria’s firm conviction of the existence of an interconnected relationship between security and development, especially in light of the growing severity and frequency of political and security crises and their expanding scope, the aggravation of the scourges of terrorism and organized crime, the exacerbation of hotbeds of tension and conflicts, and the renewed phenomenon of unconstitutional changes of governments, especially in the Sahel-Saharan region. .

The President also stressed the importance of framing collective action to achieve the desired goals, correcting and redressing the state of historical injustice to which the African continent was subjected in the composition of the United Nations Security Council, and striving relentlessly for the actual embodiment of the continental integration project to transform Africa into an international actor in the process of embodying the “African Union Agenda 2063.” “In this regard, we appreciate the Non-Aligned Movement’s support for these purposeful endeavors.

In another context, the President of the Republic praised Algeria’s intense cooperation with its international partners to mitigate the impact of the repercussions left by the global energy crisis, by continuing and strengthening its role as a reliable and credible supplier, especially as it prepares to host, at the beginning of next March, the seventh summit of heads of state and government of exporting countries. For gas, which aspires to make it a pivotal station to enhance dialogue and consultation between member states on the one hand, and between exporters and importers, on the other hand, with the aim of supporting and developing the natural gas industry and emphasizing the full and permanent sovereign rights of member states to plan, develop and exploit their natural gas resources, which occupy Its status as clean energy for the present and future contributes to supporting economic development, social progress and environmental protection.

On the other hand, the President of the Republic, Mr. Abdelmadjid Tebboune, confirmed in his speech that Algeria, which as of the beginning of this month and for two consecutive years holds a non-permanent seat on the United Nations Security Council, will seek, based on the specificity of its historical path, its established values and its ambitious future vision, to strengthen international action. Multilateralism as a continental principle in its foreign policy, giving precedence to the logic of peaceful solutions to conflicts over confrontation, and preferring to address the root causes of conflicts rather than continuing the approach to containing them, which has complicated and delayed the process of resolving them.

The President also affirmed that Algeria is committed to defending, from the Security Council platform, the values and principles of the Non-Aligned Movement, which has proven and continues to this day to be successful and effective, and which constitute the basis for Algeria’s positions regarding various regional and international developments and at the same time represent a source for its efforts and initiatives aimed at contributing to spreading security. And stability.

The President of the Republic added that Algeria will join its efforts with the rest of the movement’s member states to build bridges of dialogue and understanding between the various parties and formulate the necessary consensus within the UN Security Council on issues of concern to the movement to give greater effectiveness to international efforts aimed at preventing the outbreak of conflicts, and to support the role of effective international and regional organizations and groupings. , including the Non-Aligned Movement, looking forward to intensifying coordination, cooperation and solidarity among its member states to contribute to shaping the features of a new international order that preserves the values of humanity and is dedicated to the principles and purposes of the United Nations Charter.
